Wednesday, April 2, 1986 Changing emergency chief studied Records By Dell Burner The Dally News A plan to change leadership of the Cowlitz Department of Emergency Management is under study in the wake of the resignation of Sheriff Les Nelson as director. The plan, proposed Monday, would make the agency a county department with a director appointed by com--missioners. Emergency Management, which plans responses to mishaps, floods and volcanic eruptions, is now a separate agency run by a council of mayors and managers from the county's five cities and the chairman of the county board. But mayors and managers are busy people, and in recent months it has been hard to get a quorum for meetings of the Emergency Services Management Council.

On Monday, County Commissioner Van Youngquist tossed out the idea of making the agency a county department. "It's a discussion point only," he said. "There's no commitment from the county." The proposal came a day after the resignation of Nelson as director of emergency services became effective. Nelson resigned in part to protest the council's decision in February not to hire a new coordinator to replace Ben Bena, who resigned from the post last summer. Sheriff Nelson was named director in 1980 after a period of upheaval during which the agency went through four directors in a period of 16 months.

Nelson appointed Bena coordinator, and things ran smoothly until last summer when Bena was suspended, and later quit, while he was investigated for taking a $500 payment from a contractor that built a siren warning system. Members of the council on Monday voted to choose an interim director to replace Nelson at their next meeting on April 8. They asked Youngquist to look for candidates for the job. Meanwhile, officials will study the pros and cons of having the county take emergency services under its wing and prepare a report before the council meets in May. Youngquist pointed to Pierce County, which has its own department of emergency management and contracts its service to the city of Fife, as an example.

"As I understand it, I like the idea," said Kelso City Manager Jay Haggard. Val Wooley, the agency's financial officer, wondered whether the switch would put jobs of emergency service employees at risk if they were thrown into the county's union seniority system. The three workers are now nonunion. Youngquist said that will be one of the topics that will have to be studied. Also to be worked out would be a method of sharing the cost of the agency between the county and cities.

Meanwhile, the department will operate without a director. "Next time I come back I guess I'll have to knock," Sheriff Nelson said as he walked out the door. District Court Kelly D. Clarence Edward Moran 30, of 3215 Oak Longview, held in lieu of $780 bail after the State Patrol charged him Tuesday afternoon with driving on a suspended license and served him with a Longview Municipal Court bench warrant relating to a previous charge. Dale Alan McClain, 31, of 1601 Kin-near Kelso, held in lieu of $400 bail after the State Patrol charged him Tuesday afternoon with driving on a suspended license.

Surviving her are two daughters, Doris Sivers of Centralia and Roberta Glaze of Anaheim, a son, Howard Moran of Napavine; a sister, Lucille Neuschwanger of Colorado; two brothers, Melvin Gregory and McKinley Gregory, both of Kansas; nine grandchildren, 10 great-grandchildren, three great-great-grandchildren and numerous nieces and nephews, including Mary Jean Mason of Kelso. Friends may pay their respects at Dahl's Ditlevsen-Moore Funeral Home until 8 this evening and from 9 a.m. to 8 p.m. Thursday and Friday.

Graveside services are 11 a.m. Saturday at Sunset Memorial Gardens in Chehalis, with the Rev. John Steppert officiating. The Rev. Steppert will also officiate at a memorial service planned for 1 p.m.

Alta M. Wyscaver Former Longview resident Alta M. Wyscaver, 74, died March 30, 1986, in a Sunnyside, nursing home. She was born June 6, 1911, at Lovell, and had resided in Sunnyside for the past two years. Mrs.

Wyscaver was a homemaker and a member of the Methodist Church. She was active in the Association for Retarded Citizens and had been a teacher's aide at Cottonwood Lodge and Applied Industries. Survivors include two daughters, Judith Carrick of Sunnyside and Beverly Wattula of Texas; a son, Gary Wyscaver of Longview; a brother, Roy J. Truex of Castle Rock; and two grandchildren. Services are 1 p.m.

Thursday at Dahl's Ditlevsen-Moore Funeral Home with the Rev. Paul Roper officiating. Interment will follow at Longview Memorial Park. Friends may call at the funeral home until 8 this evening. Mary Moran Mary Moran of 129 Beacon Hill Drive, Longview, died March 31, 1986, in a local hospital at the age of 91.
